On April 15, 2015, in a speech “The Unfinished Business of Financial Reform”, Sen. Elizabeth Warren cited Bill Lazonick’s Harvard Business Review article “Profits Without Prosperity”, in arguing that “we can put in place strong, enforceable securities rules that don’t create incentives for CEOs to use stock buy-backs as a way to manipulate prices in the short-term, rather than investing in the long-term health of their companies.”
